The inhumane treatment was meted out to Sainki, a resident of Dayanand Sagar village in Muzaffarnagar district, about 350 km from state capital Lucknow, police said.
According to police, Sainki went to buy some vegetables at a shop Monday evening. However, after noticing the rush at the shop he changed his mind. As he was about to leave the shop, its owner held Sainki by his collar and accused him of stealing Rs.20.
Sainki asked the shopkeeper to frisk him. Instead, the owner called his fellow vendors, who started beating the 10-year-old. Later, the shopkeepers forcibly removed Sainki's clothes and dragged him for several metres by putting a chain around his neck.
When contacted, police inspector Brijpal Jakhar told IANS: "We only learned today that such an incident has taken place. We have initiated an enquiry into the case."
"The issue is serious and shocking. Stern action will be taken against all those shopkeepers involved in the inhuman act," Jakhar said.
The police want to interrogate the four shop owners who were involved in the incident but are unable to find them.

This is very shocking indeed. But, in order to put some sense of fear in the minds of these **** who behave like beasts very often, the local Police must do the same-strip them all naked, drag in the streets, beat with sticks and make them apologise so that they or the onlooker 'HIJRAS' do not even imagine repeating the same!
No doubt, the young man will never be able to apologise them ever, and he will, most probably, either turn into a criminal or a mentally depressed person for the whole life.
There is no one but all ONLOOKERS that need to be blamed. We are all turning into brain dead, helpless, clueless and senseless creatures as things are deteriorating day by day. Everyone is out to exploit the other in any way whichever is possible. We are turning into a mentally sick society, a society of heartless people, who strive on others blood!
To correct this, we need strong army discipline and stronger leadership but this will never happen again. India is, indeed, in a very sorry state today!
THIS IS A MENACE. STREET VENDORS ARE BECOMING MORE AND MORE AGGRESSIVE IN THEIR DAY TO DAY DEALINGS WITH THE PUBLIC. THEY ARE ON FAMILIAR TERRAIN (NO ONE CAN DISLODGE THEM) OTHER VENDORS ARE JUST A CALL AWAY. THEY EXPLOIT THE PUBLIC WITH PRICE FIXATION. THEIR AVERAGE INCOME IS REPORTED TO BE IN THE REGION OF 300 TO 800 RUPEES PER DAY ON THE AVERAGE. THEY
ARE STRONGER BY ASSOCIATION. THEY HAVE FORGOTTEN WHAT POVERTY IS. THEY SHOULD HAVE A REGULATORY BODY THAT CAN CONVINCE THEM THAT EXCESSIVE CRUELTY CAN HAVE BAD CONSEQUENCES FOR THEM..
2. SUGGESTION: FORCE THEM TO MOVE AWAY AT LEAST FIVE KILOMETERS FROM THE PLACE WHERE THEY ARE ESTABLISHED TO A NEW PLACE AND DO BUSINESS. IT WILL TAKE A WHILE FOR ACQUIRING NEW CONNECTIONS AND NEW TENTACLES. SHUFFLING IS THE ONLY SOLUTION.
