Commissioner asked to inquire into delay in renewal of licence
New Delhi, Jun 21 (PTI) The State Consumer Commission has asked the Delhi government''s transport commissioner to inquire into an "inordinate delay" of five years in renewal of a driving licence, saying that such cases "smear the reputation."
The commission''s order came on a plea of a truck driver, who had filed an appeal against a district consumer forum''s order which had dismissed his complaint on the ground that he had filed it after a delay of one year and five months.
While refusing to interfere with the district forum''s order, the state commission, however, has asked the transport commissioner to inquire into the delay and to modify the procedure of renewing the driving licences.
"Let a copy of this order be sent to the Transport Commissioner, the Government of NCT of Delhi to hold an enquiry as to why there was such an inordinate delay in renewing the licence of the complainant.
"Such instances smear the reputation of the Transport Department in the eyes of the community and we hope that the transport commissioner will modify and update procedure so that licences can be issued without unnecessary delay," the bench presided by its president Justice Barkat Ali Zaidi said.
Suresh Kumar, a truck driver and resident of Jhajjar in Haryana, had applied for the renewal of his driving licence on April 18, 2001 before the state transport authority here but it was renewed only after five years on April 30, 2006.
Aggrieved by this, Kumar filed a complaint in the district consumer forum for loss and damages incurred by him saying he had remained idle for five years, but his plea was dismissed.
The state commission refused to interfere with the order of the district forum saying, "such delay cannot be condoned unless there are convincing reasons for the same, which are non-existent in this case." PTI ABA
