The two men were arrested in an early morning raid, police in Brescia said.
In a statement, police said the suspects managed a money transfer agency and helped fund the November 26 attacks.
The day before the attacks last year they transferred money to activate an Internet phone account that was used by the attackers and their accomplices, Stefano Fonzi, the head of anti-terror police in Brescia, was quoted as saying by AP.

Had it not been the British Policy to hold on to the strings in the sub continent and
US had followed a fair policy and not kept funding and encouraging Pakistani leadership to continue their nefarious activities against India that country would have
followed a path of development and growth rather than becoming a hotbed of mischief. The ruling classes and people of different regions continue to struggle to retain their hold on power. US failed miserably in Iraq, Afghanistan and Vietnam and will continue to fail as long as it follows the path of only destablizing states for short term gains rather than building a better world. They have left destroyed states, societies and immorality in their way around the world.
China cannot countenance India due to its own obsessive goal of being No. 1 in every field without giving thought to anything except it own country. They see India as a threat so keep Pakistan as thorn in India's side. They are virtually taking over Nepal to get at the jugular of India and established the Naxalite movement in the forest and mineral rich states of India to prevent a stable society and economic development.
One must not forget the insensitivity and ignoring these issues by successive Indian Politicians.
The world order will change only if spirituality and social values will be given importance over materialistic economic jingoism, care and uplift of the poor and moderate use of the natural and environtal resources to prevent total chaos and self destruction.
