China Daily reported that the government had received several complaints from Chinese companies in India. "We hope India will be considerate of the circumstances of Chinese firms there and provide more convenience for Chinese labourers and firms," an official was quoted as saying.
The foreign ministry Monday also warned Chinese citizens heading to work in India to acquire employment visas first. "Citizens can't be engaged in works that doesn't match with their visa category," said a notice posted on the ministry's website.
China Daily said that the India visa policy, issued in mid-July, mainly affected expatriates working in India on business visa. Jiang, a manager with Huaxia Outbound Labour Service in Jiangsu province, where the largest number of workers go abroad for work, told the daily that about 20 native workers to India were on their way back.
"We are confident of their skills, but they had to return as they were not able to get a visa," he said. Pan Xiaoyong, a technician with Huawei Technologies, a major Chinese telecommunications equipment supplier based in Shenzhen, said the firm was currently staging an urgent hunt for technicians holding India business visas to fill up the vacancies created by the new visa policy.
Chinese businesses in South Asia generated $18 billion in 2008, mostly in India, according to Chinese experts. Hu Shisheng, scholar on South Asia Studies from China Institute of Contemporary International Relations, said the financial crisis that affected India's labour-intensive industries was what compelled New Delhi to tighten its labour policy.
"India has a huge population of young illiterates. They can depend on nothing but their labour to earn a living. So it's conceivable that the Indian government would want to protect its own labour force," Hu was quoted as saying.
Those who fail to meet the government's new criteria for the business visa had a deadline of Oct 31 to leave the country. Many Chinese workers in India hold six-month visas called "Multiple Entry Business Visa".
About 25,000 Chinese workers in sectors such as power generation, communication and petroleum in India will be affected by the clampdown. Under the amended rules, foreign clerical, secretarial and unskilled workers will not be given work visas in India.

Parota makers in China.
Before the 2008 olympics i understand about 3000 to 4000 ( this is not a exact figure, this is what i heard from others) were caught working in various hotels, food stall, evening restaurants and shopping malls making parota or rumali roti. all these indians had entered china through hong kong which doesn't need visa. from there then come in to china on tourist visa. neither they have legal education nor big skill. china still grants visa to these people if they apply for visa through proper channels and permit them to work in restaurants, provided the have a sponserors. In india politicians are very busy counting money and traveling to swiss banks. where they have time respond in planned manner to any active situation.
we are talking about china and Pakistan attacking us. are we able to see the fact that india is being eroded and weakened internally more then externally. there is bribe every where. few years ago there nothing that will happen without bribe in any government office, now there are agents to collect this bribe and running office for getting work don't. may be after some time all this will be legal.
first let us fight this create a clean india. Bribe free and stop family run politics once this is done then india will achieve internal strength and power to handle the external forces.
Soul from India, I believe you are too respectful of our politicians! They deserve worse words, which we can't express here!
I don't see why unskilled workers from overseas should get visas when we have a great force of unemployed unskilled workers!
Respected Indian politician Sahib ,
what about Indian working in China they face same kind of problems from 2008 , now PRC embassy have stopped even multiple visa why you keep quite because in China they (poor Indian) can not say any thing , can not raise voice , otherwise they will be kicked out of China and our beloved politician /Ministers and people in consulate general of India will not raise any voice .
