I am not at all surprised. Such outcome is very common during any experimental launch. This missile has already proved its capability during the daytime launch, as well as from the mobile launch. Don't forget that the first launch of Agni missile in the year 1989 too wasn't 100% successful.,( regardless of the govt. of that time, claims to the contrary)
I have full confidence in our scientists that its only a matter of few months when this launch will be successful.
No failure is a 100% complete failure, in the scientific terminology, Even a failed experiment throws up some important data, results, which will be made use of to improvise the the test launch in future.
