It is not surprising that the two terrorists Rana and Headly **** crossed into the country to organize enlisting the would be terrorists and organise the attacks after doing the reccee.  India is a vast country.  Added to the size the features of the persons having similarity makes the detection some what difficult.  But that is no excuse for the security agencies to lose tract of the intruders. The Prime Minister and the Home Minister of India should ensure that the intelligence agencies carry their functions diligently equipping themselves with the most modern gadgets to help them.  The screening of the foreigners,  even the Indian nationals, shoud be carried out at entry and exit points and within the country.   Above all the citizens should be motivated to act as detectives to verify the antecedents of the strangers coming to stay as neighbours and report to the concerned authorities if there is any suspicion.
